4 November НАБУ and САП, operating under the procedural supervision of SAP prosecutors, searched the homes of senior SBU and police officials as part of the special operation «Карфаген». The operation targeted a criminal organization that allegedly systematically provided improper benefits to law-enforcement officials in exchange for enabling fraudulent call centers and other illegal businesses. Five participants were notified of suspicions, including senior SBU and National Police officials.

The search of Serhii Duka, the first deputy head of the SBU's Department for the Protection of the National Statehood, became the central episode of the operation. According to НАБУ detective unit chief Oleksandr Abakumov, Duka threatened investigators with a pistol and destroyed two phones and one hard drive with a hammer. Three minibuses carrying armed members of the SBU special unit «Alpha» arrived at the scene, and an armed confrontation was avoided after prolonged negotiations and the arrival of Duka's lawyers. Duka was subsequently detained in the village of Roslavychi in the Kyiv region.

Investigators also recorded the transfer to Duka of four crypto wallets valued at approximately three million dollars. According to the investigation's version, the payment was linked to an undertaking, arranged through the Office of the General Prosecutor, to lift the seizure on funds belonging to the «Khimprom» drug syndicate. Five more people received suspicions, including Duka, former National Police Department for Strategic Investigations deputy chief Volodymyr Tsenov, National Police official Oleksandr Demyanchuk and Vitalii Rybalk. On 5 November, the Specialized Anti-Corruption Court placed Tsenov and Rybalk under custody; Tsenov was given the option of a 15 million hryvnia bail.

Operation «Карфаген» first became public on 4 September, when НАБУ and САП announced that they had exposed a criminal organization systematically receiving bribes from fraudulent call centers and laundering the proceeds. The organization allegedly included serving officials of the SBU, National Police and Office of the General Prosecutor. Its alleged illegal activities also included drug trafficking, counterfeit cigarette production, currency counterfeiting, attacks, abductions and bodily harm. After the detention of officials from the Office of the General Prosecutor, Prosecutor General Ruslan Kravchenko resigned and was dismissed by President Volodymyr Zelenskyy on 15 September.
